If they don’t have private beaches, are they on a beach that is topless friendly?

I know that topless sunbathing is not enforced in South Beach, Haulover Beach near Miami is clothing optional and the beaches of Key West are similar to South Beach (not legal but also not enforced) but I am not aware of Key Largo being a hot spot for toplessness………
